Kazakhstan to Develop a National Methane Emissions Reduction Action Plan

Kazakhstan will develop a National Methane Action Plan and establish a National Methane Office. These commitments are outlined in the Memorandum of Cooperation on Methane Emissions Monitoring and Reduction, signed by the Minister of Ecology and Natural Resources of the Republic of Kazakhstan, Yerlan Nyssanbayev, and the Executive Director of the Global Methane Hub, Marcelo. The signing of the document marks an important step in advancing Kazakhstan’s international climate commitments and the goals of the Paris Agreement.

The Memorandum was signed on September 24, 2025, in New York, following the High-Level Dialogue on Methane, organized by the United Nations Environment Programme (UNEP), Bloomberg Philanthropies, and the UN Secretary-General’s Climate Action Team, as part of the 80th session of the UN General Assembly.

Participants in the Dialogue included Kazakhstan’s Minister of Ecology and Natural Resources, Yerlan Nyssanbayev; UNEP Executive Director and UN Under-Secretary-General, Inger Andersen; UN Secretary-General’s Special Adviser on Climate Action, Selwin Hart; and Founder of Bloomberg Philanthropies, Michael Bloomberg. 

Representing the Project Office for Central Asia on Climate Change and Green Energy under the Central Asia Climate Fund were Head of the Project Office Erlik Karazhan and Project Manager Dinara Salykova.

The Dialogue focused on pressing policies and measures to reduce methane emissions across the energy, agriculture, and municipal sectors.

In his remarks, Yerlan Nyssanbayev outlined Kazakhstan’s efforts to implement regulatory frameworks addressing methane emissions in the oil and gas sector. He also emphasized the importance of mobilizing additional financial resources to support infrastructure projects aimed at reducing emissions.

The Memorandum sets out commitments to develop the National Methane Action Plan, establish a National Methane Office, leverage satellite technologies to detect and monitor high-emission sources, implement pilot projects, conduct training programs, and organize a regional methane forum.

International partners, including the Clean Air Task Force and Carbon Mapper, will support the implementation of these initiatives by providing technical and methodological expertise. 

The Project Office for Central Asia on Climate Change and Green Energy of the Central Asia Climate Fund will provide analytical and organizational support for both national and regional methane reduction efforts.
